Grants to Hawaii state and county public safety and criminal justice government agencies to prevent, prepare for, and respond to the Coronavirus (COVID-19) crisis. Some allocations may require special approval in advance. Allowable projects and purchases include, but are not limited to, overtime, equipment (including law enforcement and medical personal protective equipment), hiring, supplies (such as gloves, masks, sanitizer), training, travel expenses (particularly related to the distribution of resources to the most impacted areas), and addressing the medical needs of inmates in state, local, and tribal prisons, jails, and detention centers.

The objectives are:

  • Objective #1 - To support critical areas of members of the SLEC in preventing, preparing for, and responding to COVID-19, in coordination with the Coronavirus Relief Fund, and the FEMA Public Assistance Grant. 
  • Objective #2 - To support critical areas of members of the GCOC in preventing, preparing for, and responding to COVID-19 in coordination with the FEMA Public Assistance Grant.
  • Objective #3 - To support critical areas of the Local JAG recipients in preventing, preparing for, and responding to COVID-19, in coordination with the CESF local allocation, Coronavirus Relief Fund, and the FEMA Public Assistance Grant.

- Total Available: $2 million

Category B Agencies:
- Individual Awards: Up to $50,000
- Total Available: $600,000

Term of Contract:

January 20, 2020 to December 30, 2020.

Additional Eligibility Criteria:

Applicants are limited to State and County government agencies that are members of the following groups:
- Governor’s Committee on Crime (GCOC),
- The State Law Enforcement Coalition (SLEC), and
- Direct recipients of Local Justice Assistance Grant (JAG) program

Category A Agencies: Non-CARES recipient or subrecipient as of May 31, 2020. Includes Department of Public Safety (all divisions except Sheriff Division), The Judiciary, Office of the Public Defender, and Hawaii Paroling Authority.

Category B. CARES recipient or subrecipient as of May 31, 2020. Includes police departments, prosecuting attorneys, Department of Defense, Department of the Attorney General, Department of Public Safety-Sheriff Division, and other SLEC members.

Pre-Application Information:

Applications for Grant are being accepted for Phase 1, Category A and Category B. Applications must be received by June 30, 2020.

Applicants must have a DUNS number and be registered with SAM - the System for Award Management (https://www.sam.gov/SAM/).

Payment method: Monthly reimbursement for actual costs incurred.

Expenditures that require DOJ prior approval are individual items costing $500,000 or more, and unmanned aerial systems (UAS), unmanned aircraft (UA), and/or unmanned aerial vehicles (UAV).
